Driving Habits & Regulations

Kuwait has an excellent road infrastructure but a poor standard of driving. Laws, including the mandatory use of seatbelts, are generally not enforced. For a population of almost two and a half million, there were in excess of 45,376 traffic accidents in 2003. It is vital for your safety that you are very aware of your surroundings when driving. Habits to look out for include high-speed, aggressive driving, tailgating, constant lane changing without indication and overtaking on all sides. The best advice is never assume what your fellow drivers are about to do, and expect the unexpected. The use of a cell/mobile phone whilst driving is legal. Right turns at red traffic lights are not permitted, unless there is a flashing green or amber arrow indicating otherwise.

Speed Limits

Speed limits are indicated by roadside signs. The limit for driving on expressways is 100 or 120kph, depending on whether you are leaving or entering a built-up area. The limit on city and suburban roads is 45kph or 60kph, depending on the location. A minimum speed of between 40 to 80kph is required on some major routes. Speed cameras are permanently located on all major roads, and additional temporary cameras operate from the back of parked police vehicles. It is rare for a speeding fine to be issued on the spot, and they are not sent by post either. Instead, fines must be paid before you can renew your vehicle registration, or before your residency can be cancelled. If a fine is incurred whilst driving a hire car, the company will deduct the amount from your credit card.

Driving Licence

Driving in Kuwait is only permitted for holders of a GCC licence, or an International Driving Permit (IDP) for visitors for the duration of their visa period. Those applying for, or who have received their residence permits in Kuwait may not drive on either a GCC licence or an IDP. Residents from the UK, US and France may obtain a Kuwait driving licence on the strength of their national licence. All other nationalities will have to apply for a learner’s licence and take a driving test. Driving without the correct licence and vehicle documentation is a serious offence. If you are stopped by the police and cannot present the required documentation you may be taken into custody until someone brings it on your behalf. This could become a rather tricky situation if your family is away and you’re the only one with keys to your home!
